Ok first you have to get to lv.10 then go see your trainer in the second city you go to and accept the quest. In this quest you have to tame three wild beasts with a taming whip. Every time you tame one, you have to go talk to the trainer and then he will tell you to get a different beast so get rid of the one that you just tamed and keep doing that untill you tame your third beast, go talk to him and he will give you the taming ability permenatly.
